Insurance companies now paying for residential mental health treatment has resulted in there being a number of offerings throughout the US to seek treatment. These programs are voluntary and completely different than entering a psychiatric hospital.
Because each treatment center has its own policy on electronics, its impossible to give a blanket answer. That said, there are definitely rehab centers that do allow some or all electronics.
Rehab centers that do allow cell phones and laptops may restrict the days and hours upon use is allowed. For example, electronics may not be allowed whatsoever during detox due to the intensive nature of that level of care.
